Chili is more of a smoked flavor and not spicy. If you don't mind that, you could.

I don't think the rosemary would work with the chili powder. Why not taste the two together to see if you like it before committing to putting in on the nuts?

Cayenne mostly just makes it spicy. Chili powder doesn't usually have much kick, unless you go with chipotle. You could leave out the cayenne and all you'd really be missing is the spicy element.

i make mixed nuts with chipotle powder.  no rosemary.  and it tastes delightful, but i would not sub in this recipe if you're keen on rosemary.

i cook butter with sugar, salt, chipotle until it starts to caramelize, stir in the nuts, then cool on waxed paper.
